Expeditionary Technical Solutions, Inc. was founded in 1999. Since its inception, ETSI has executed a number of federal and state government contracts. Our performance has covered the continuum of technical and project tasks, from hands-on analysis and engineering to senior program and project management, as well as editing of technical documents and training curriculum development.
ETSI is a Service-Disabled, Veteran-Owned Small Business (SDVOSB), and is classified as a Disabled Veteran Business Enterprise (DVBE) within the state of California. ETSI is a schedule holder under FSS Schedule 70, Contract GS-35-0586M.

Management
Mr. Scott Davis, President
Mr. Davis possesses a Master of Science graduate degree in Computer Information Systems. His background includes eleven years enlisted and commissioned service in the United States Marine Corps as an aviation and ground C3/C4I and fire support expert, with specialized training as an aviation command, control and communications (C3) Weapons and Tactics Instructor (WTI). During his time on active duty, Mr. Davis participated in Operations Desert Shield/Storm and 22d Marine Expeditionary Unit (Special Operations Capable) (MEU(SOC)) contingencies in Somalia and Bosnia-Herzegovina. Mr. Davis is experienced in the management of Time & Material (T&M), Firm Fixed Price (FFP), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and government-wide acquisition contracts (Blanket Purchase Agreements and GSA schedules). He has managed multiple subcontractor efforts and numerous delivery orders- the performance of each of which was on time and within budget. His C3/C4I experience covers the spectrum from hands-on analysis and engineering to senior program and executive management.
Ms. Kimberly Davis, Vice President, Writing Division
Ms. Davis holds both BA and MA degrees in writing from California State University, San Marcos. She currently serves as an Associate Writing Professor at Mira Costa Community College. She also manages the writing division of ETSI, a professional team of writers and editors. The writing division currently reviews lessons developed for the U.S. Navy’s training courses, as part of SPAWAR Institute curriculum/CBT development.
